Anyway, perhaps you are correct that before buying an expansion, you should have been in the game for a while and learned the intricacies.
It also has to do with marketing.
They have stated several times that there will be plenty of things for low CL players to do.
I was not in beta, so I have no idea what is where, but they haven't given much info about what there really is for those lower CL players.
They are saying that it's mostly higher CL content, but by saying there's plenty for everyone they make it sound like there will be more to do than probably is.
Being able to get this chu cube at CL1 is fine, but not being able to obtain the loots for it to work means it's pointless.
So lets use me as an example.
I've been playing for over a year.
I have explored a lot of the game, but by no means 99% of it.
My original main was, until very recently, a master artisan, master architect, master merchant, and a little bit o' marksman, which made him about CL 10-12.
My other characters are a master smuggler/bh, and a master sw, pilot, working through merchant, and a bit o' marksman.
I could do some content with the smuggler/bh, but while that was my main for a while, the revamp is not looking supersweet and I've been doing a lot of pilot and RE'ing lately.
So what reason do I have to buy this expansion.
Personally, I see none.
Some of us are lower CL by choice because we don't care about fotm or being ub3rjed1.
Obviously we are now in the minority, but alienating a non-trivial portion of the playerbase is not a good move.
If SOE drives everyone to jedi, then the new players will not be able to get there.
Fewer 'other' professions mean less content, exploration, and harder leveling because of lack of available weapons, armor, resources, foods, and the rest of the things a player needs to get to the higher CL levels. And what is available will become more expensive.

You assume that CL1 means you are a new player to the game. Some people are CL1 by choice, such as crafters, but then again it's pretty clear crafters and all non-combat professions are slowly being written out of the game, so it's understandable they are not given any reason to benefit from the expansion.

Canonically, it is realistic a robot survived for 4000 years on a lava world who's heat can melt metal.
Peahi - story arcs for players who choose to seek him out.

Sadly, it was mainly two people who kept getting their questions repeatedly answered. And, as you can see, a lot of the questions where the same thing. And what good questions there where, the Devs just bumbled around them and didn't answer them at all.
