I have searched all over the bazzar everyday (vendor search and regular bazzar). I find some here and there for sale but rarely does it happen. I believe this is a rare drop and would it make sense if i said that maybe it is intended so that everyone doesn't end up with the Armor Break Slices. Right now on my sever only one that has a stock sells for 1mil each. I was selling for 750k each on my vendor then i reliezed that i had to pull them or I would never see them again. Now I hold onto the rest for Guildies, Freinds, or maybe for myself in the future. My advice to you guys is ever once and while search the bazzar and buy out at low prices. If you see only 4 on there for the whole galaxy for 100-400k I would buy them all then wait to see how may more show up. I bet you see none for a while. Need at least 7 for a full suit slice. These are the most valuable tools for me atm and on my server I would pay up to 400k each for them.
