It's not just about having JTL out there, the demand is just horribly low. Few players care one bit about the GCW as it is and have halted any idea of that kind of combat till the GCW revamp.
Few people like to farm for faction, when they can get it almost instantly. That's been true for ages. Why farm for it, if you have the money to buy it.
