Veela might be correct on this one as I haven't looked at the actual skill boxes after the CU, but before the CU it was underworld 4 that gave you the discount on buying faction implements (bases, sidekicks, etc)

And she was 100% correct about the trading of faction points.....that is purely based on the faction rank that you hold. Check the GCW forum for more information on faction ranks and the corresponding delegation costs for fp.
