Valarian's Swooper Leaders seem to be the only NPCs which drop the schematics.

Now if I could just find who drops bubble tanks...

Swooper Leaders on Corellia drop them pretty regularly as well. They only drop from 2-3 types of NPCs, but if you find the right ones, you can get a couple in a short amount of time.

last I seemed to notice they were dropping fine. I'll try to test it out this weekend.
