I know that you can get Finely Crafted Toolsets no problem. The problem is I've never seen a BH with Shock Absorbent Padding or Powered Motivators.
I had one BH tell me he looted a few during invest 3... but it was only around 1 SAP to each 60FCTs. Powered Motivators do drop from MBH missions, but they drop a lot less than CA's or Reactive Micro Platings. Most of the time it's just Infraframes, ICB's, or DTA's.

Actually it was outside the weapons facility, the troopers guarding the entrance...the troopers inside the facility attacked me, would even follow me around, but did no damage at all, as if their attacks didn't even land...and were unlootable. As far as I can tell, this place was basically designed for AFK faction farming....
Which leads to another, fairly unrelated issue-is this facility good for anything? I mean, the PvP terminals are there, but seem unusable-are there any quests that involve this facility or anything like that?
I've found them in locked containers. Now, before you buying every locked container on the server, I've seen two SAPs and 2 FCTs in locked containers, and I routinely(semi-routinely)buy all locked containers for sale for less than 5kfromevery vendor and a given planet. Ok, so I may be starved for a little content here...
So, my data indicates that there's approximately a one in one hundred chance of looting a SAP from a locked container. Which goes nicely with the market values of ~4k for a locked container and ~400k for a SAP. Strange the way that works out, no?
