Only tier 5 spawn I know of is the periodic one in Kessel. It alternates between Black Sun and Corsairs. Mostly on Corsairs whenever I check anymore though. Also, the Corsec tier 4 duty missions can be obtained in the cantina at the Dantooine Mining outpost. That plus the RSF one and the Rebel Lok one are the only ways to get Tier 4 Black Sun duties that I know of.

Went to C-net and Dantooine mining outpost but as a Master Rebel Pilot I could not get any corsec missions. Gonna go to Kessel and hope for some Black Suns I guess 
Can any neutral Pilots do some Corsec missions and see if they drop anything? Or has anyone looted an Illegal core booster? And if so where did you loot it from?

I went to red shin wp and found a nice constant spawn of tier 4s I killed them for an hour and got no smuggler tools. At this rate I'll get a BS helmet before a tool. Prices just keep going up.

Guess I should have explained more. the tier 4 duty missions are pilot faction limited. So, to get the RSF or Corsec missions, you must be a privateer. Since you are a Rebel, head to the hotel on Lok.
