Yeah, every bag gets a unique label, like e23od1a (you just make it up). Then you email the person whose item it is the unique number.
Then you put a bunch of bags up on your vendor with different names (owl23ka, wks174dn, etc... ) and you price them at 50k , 75k, 93k, etc...
So you only have a couple of bags up with the real merchandise in it, and the other bags are empty.

You can tell if a bag on a vendor has items in it or not. The way to make sure about such things, would be to put complete junk in the worthless bags, make them all yourself, and rename them once they automaticly drop off the vendor.
That, plus, set an admission fee to the building at fifty grand(current max entry fee, if I remember correctly), and add only those who actually have slice jobs for you to the entry lists to bypass the entry fee.
Then, add in this to keep people from buying other peoples armor and using it, then returning it(I know this happens*). If they try to return it for the price they paid, don't accept it through the vendor, force them to put it all in a trade window to see if its been used, if so, do not accept it. They basicly stole the merchandise,remove them from the entrylists toyour buildings(in case they try this again, so they'll spend fifty grand to get back in), /denyservice so they can no longer use your vendors(so if they do spend fifty grand, they just wasted it, since they can't use the vendors), and do your best to appease the customer who lost the armor, even if it means reimbursing the armor/weapon cost.
By the way, I do like the idea for the packs with serial number type names. In opposition to my previous idea about renaming the packs, here's another idea. Keep atleast 20 packs with items in them, and if five packs have armor, then 15of the packs on the vendor should be distraction packs(9-10 junk items), along with however many you have the real armor in. Now, lets say people drop some armor off to be sliced. Take one of the fake packs, remove the junk from it, and put the sliced armor in it. That way, you don't have to keep renaming the packs, just cycling which ones actually have goods in them
*I have an ArmorSmith friend who was using the pickup vendor system, people would buy other people's armor packs off his vendor, using them for a few days, and returning them. Needless to say, professional pride won't let him sell armor like that to someone who ordered it.

I would adore you if you used Lekku with me, lol. I'm been running around as 'rogue' the past few days in order to get things done without tons of /tells being sent my way. I understand what the old timers mean, now! I've had my Master title a little under a week and I get tells up the hoo-hah. I guess either the Masters are taking breaks, hiding like me, or they really are in short supply o_O I've got my pricing macros and stuff set up now, so the next time I log on I'll put up my true calling again
