If the Empire knows that you are a Rebel, doesn't it make sense that you would be shot on sight?

I am not saying that doesn't make sense. I am saying that all Rebels will never need a smuggler to get them past scanning teams.

I suggest that local authorities like Fed-dub, CorSec, etc. should do contraband scans on all players as well. This way Rebels will still need to rely on smugglers... ah hell, nm. Perhaps it makes better sense for Rebels to never worry about contraband scans.

If Rebels never need to worry about scans, then they won't really care if they carry sliced goods or not. This means that smugglers will be needed by Rebels primarily for slicing. It is a hard life as a Rebel being shot on sight everywhere, might as well throw them a bone... they can't use ATST.

Essentially, the current Neutral/Covert/Overt system is being shifted around some.

Covert and Neutral were phased into one group, Civilian & Off-Duty soldiers.

While Overt was split into two, PvE only(Combatants)and PvP enabled(Spec Forces). Even if you're PvE only, you're a declared member of a faction, just incapable of being ganked by PvP enabled squads while you're out just trying to run missions.

I'm actually glad about this. It means when I run factional missions, and a Storm Trooper sits there and says "Potential Hostile Sighted", he's not going to sit on his hands andwait untill I fully armor, equip my pistol while standing right in front of him. If I've gone and done something that stupid, it means he's gonna attack me while I'm getting ready, which I should have done prior to getting there.
