DOT's no longer kill anything, player or creature. was in the patch notes... we have to get up and shoot again

If I am feigned and someone heals me and it causes me to get back up, is that a bug or is it working as intended?

Assuming you were healed bya Jedi using their cure all power (think that's right), then yes. If you were healed by conventional methods, then no, that should not have broken FD.
