Actually I never once bought tools on vendors or the bazaar until well after I was a master and got bored making my own.
Initially what I did was basically exactly what you supposed I didn't do. I went out and contacted smugglers, weaponsmiths and armorsmithsthat could make the tools and paid them to make me a schematic which I used in my own factory. I even remember when schematics were bugged and I had to pay the player to give me temp access to his factory, place the schematic there and then let me remove it.
It makes for much greater player interaction and makes the tools what they SHOULD be; contraband.
I'm sick and tired of expediency replacing immersion in this game.

I think the law varies, within not just within country to country, or even state to state, but case by case. I believe Tommy Chong got seriously busted for selling bongs in the States in the end, they went for him as an easy target.
In the UK they are legal, there are headshops all over the place. however, I dont really equate slicing tools for drug paraphenalia, however, you could equate them to something a little more technical, like radio scanners, etc

It's illegal in many places...not all I admit, but many.
I'm for making tools EXPLICITLY used in slicing, and with NO other purpose real or imagined, contraband and hence not allowed on at the very least the bazaar.

I agree with the Comment said ... If AuK and WuK were ilicit .. then For sure AS and WS should not be making them .
I myslef am a Full Smuggler Support Crafter .. I make AuK's and WuK's ... so Im hoping I can still toss these on my Shops vendors.
and Paraphenilia IS legit .. no one smokes Phillies .. or Swishers... Glass pipes and water pipes are not for Tabacco .. and most likely those Eye drops arnt for an Itch.

How about a compromise that would add some more flavor to the GCW and give more differentiation to which side people might choose?
I've been looking for ways to make Rebel and Imp more distinctive and fitting.
What about if Imperial controlled cities and Imperial player towns considered smuggler tools including AUKs and WUKs contraband and disalowed them from vendors and bazaar terms simply because the Empire is more controlling of it's citizens. Rebel cities and player towns could clasify these items as non-contraband BUT at the same time spawn more, and higher level, red criminal NPCs in the vicinity of bazaar terms or player vendors with these type items on them.
In other words; Imperials are more controlling with more law enforcement hence a safer environment but Rebels are more liberal with less law enforcement and more crime.
Along with this Imperial cities have longer waits at starports and shuttleports due to greater buerocracy in getting permission to travel. Also Imperial cities do not allow players to use starship terminals for personal travel. Only player starship travel allowed is by Imperial Navy personal who are declared combatants. Rebels are much less controlling with shorter waits and private starship use.
Conversely Imperial cities are safe. Rebel cities are dangerous where players can find themselves PvP enabled if they stray too far into the back allies or too far from law enforcement patrols.
Players would gravitate to one side or the other based upon their TRUE desire for freedom vs. their desire for safety. Hence a real basis for a GCW.

To make our tools more legit, they could make out tools being used for other purposes, maybe outwith the smuggler profession. So there would be a reason to have them on vendors.

Actually whenI got slicing the first time there where no master smugglers on the server yet no master weapon smiths or armor smiths either.
