All the FS, pass the trials and once you get padawan, you get tyhe second slot opened.
Not sure on SP off top of my head tho,,24 maybe?

If it was me (and it won't be given the rate I accumlate exp), I wouldn't go near vehicular control -- unless you really want the advantage on all the race tracks. Maybe I'm hopelessly optomistic, but maybe we really will get to experiment on slices and spices some day. You might want to think about keeping a couple of branches available (melees and defences) at least until we know whether or not the Force Experimentation/Crafting could actually be useful.

Not sure about scans but I would think thatif your a padawan and a master smuggler youwill almost neverget busted. /shrug

But to answer the first part, since you need to be Padawan to unlock, yes you are considered Jedi. Of course if you never use any power and don't wave a lightsaber about, just play as your Smuggler, no reason to end up on BH terminals as a Jedi.
