I like it mostly for the reason that it is an active approach to escaping instead of the passive one presented by feign death. This is a direction we need to be looking in to more to be honest as I feel very cautious over how quiet they are being with me over feign death.
However there are several things I don't agree with. It does damage, while making someone immune to attack afterwards. That could be disasterous in groups using this skill.
It's only an escape skill for those targetted... when I want to escape, I want to escape from everyone, not just those I might be lucky enough to hit. The 2x bonus to speed and such would I guess still be in effect if you were targetting someone else after the initial shot? Giving them a crazy boost to burst run in combat that would be near the speed of force run. The devs said that vehicle speed is virtually capped already due to mechanics that the system apparently has in place. Double that rate is not going to be an option.

They cant attack you, but they can attack everyone else. This should be justfor the smuggler to get away, the smuggler just cares about himself.

It's a cone attack like FanShot, so it should hit everyone in the cone, theoretically you have a chance of hitting a lot people, which would render them unable to target you. Also, since it's a one time thing witha few minutes of delay,it should stick most of the time.

Staggered groups of smugglers would be using the skill to continually lock down their opponents, not using the time to run away but to heal and regenerate. Meanwhile the people who are effected by this technique are having people continually break combat with them instead of finishing it. Battles could go on a rediculously long amount of time. Yes I'm aware of cone effects, I'm just saying between the damage, the invulnerability and the way players can mix things up, you have an ability of rediculous strength.

Like you said there would have to be more than one smuggler for this to work, and all they would do is delay the battle, meanwhile the other side could heal too.
One counter to this would be that the same effect could not be used on the same person for the time it takes the initial attack to refresh.
So say that you could only use /getaway every5 minutes, any person attacked with this could not be attacked with it again for5 minutes.

If the player is given an immunity timer he can then ask a friend to shoot him with it in a friendly duel. Rendering them immune to the effects and making a the smugglers skill useless.
While playing solo is a wonderful thing, most of the time when hunters come these days it is in groups... so group tactics, tricks and ingenuity have to be taken into account.

In this case it seems the cure is worst than the diasease...
Actually your initial concern was not really valid, since the effects only apply to the Smuggler who made the attack. Everyone else is still free to fight. So while a group of Smugglers could spam this, only the one making the attack would be protected against those who were hit.
