B. I think random attribute slicing is the best way to go.
UNLESS
The pick-o-slice is for the Master Smuggler's gun ONLY. If the Smuggler does a pick-o-slice on the weapon, then the CERTIFIED field of the description should have only that Smuggler's name so only he/she can use the weapon.

C. Smuggler has some way to "influence" the slice, but not a 100% chance of success
You know, there are more than just TWO alternatives here!
