Should I make my OWN smuggling tools, or should I buy them from someone who can make the high% ones?

Here's an idea that fits with the forum mechanic.
If someone's average post rating gets to 1.5 or below, everytime they tryclick Submit Postmake a post or reply, eight or so popups come up which cannot be closed for five minutes each, meaning they've either got to wait them out, or read the popups. These popups would contain stickies from whichever forum they are currently on, as well as the board rules.
This would ensure they would try not to make posts in which they have already found an answer for, because the other forum goers would just onestar thier posts more, keeping thier rating from rising above the limit and stopping the popups from coming out.

this seems like a good idea, but lithium seems to have enough problems doing what it already does.
all the pop up windows would say 'your request is being processed.....' whatever it is that it says.
no one would be able to read or post anything.
oh, so are you hinting........hmmmm
also, the ratings system is designed to weigh the scoring so that lots of high/low ratings in short timespans don't affect a user rating as much.
i've seen this stated somewhere here in the forums, ill post up a link if i can find it.

Well, my ideal rating system would be the following.

xx% of Y people have found this post helpfull.(Up on the left colum, where the stars would be listed)
That way, you can just set it up to go by the poster's personal helpfullness rating.

Joras I have a few questions, maybe you can help me.....
Can imps buy rebel faction?',
Is there a diff between slicing 4 and master?
Can you pick between damage or speed?
Oh and I can predict my own slices everytime and nothing is wrong with Smuggler I don't understand what you people are talking about...I mean who wants to truly Smuggle stuff anyway.

How many containers does it take to get Master slicer title? Can you use a stone knife to slice with? Why do we need WUKS if we can use stoneknives? hmmm maybe you guys don't know this but ... Smugglers don't seem to smuggle anything did you know that?
Oh an Joras, can you slice my cdef for 35% damage?
