No the quality does not matter.

In order to use faction effectively, you need to be a colonel, and a master Smuggler, Or at least Underworld IV.

Maybe you should try naming the stickie "Don't Bother Reading This" or maybe "Free Credits for New Smugglers!" Perhaps that would work.

LOL, well apparently naming it "NOTHING affects smuggling!" doesn't get the point across that "nothing" has no exceptions.
