Yeah but most Smugglers aren't also Merchants, so the only thing you're likely to see are Spice Vending Machines. If we're meant to have illegal goods, we need to support that in the drawback aspect as well as the benefit aspect.


Plus I don't think it's appropriate for Merchants to be "re-selling" an illegal Spice in their store, no matter where it is located.
