Does it affect the total number one can hold? Or is it something else entirely?

Once you join the side of your choice, if you have enough credits, you can basically buy ranks. You can also cap out your FP at any rank. FP cap is 10.1x the cost of your rank. So, you pay 6000 FP for Colonel, and your FP cap is 60600.

I knew that part(was smuggler with my main before) but I'm wondering if that new change makes it so that smugglers don't have a cap at all on how much FP they can have.

We are still capped at our rank cap.

So if I'm private.... I can just buy 6k FP and instantly be Colonel? Or do I need to go through all the other ranks first?

You still have to progress through the ranks.

What's the rate per point when you sell to a recruiter then?

same sort of question, phrased differently:
It used to be that when purchasing FP from a recruiter a Master Smuggler/Colonel could not exceed 500 held FP, thus the macros which bought, delegated, bought, delegated etc.
With whatever change they instituted, are we still limited to that or can we tell the recruiter how many FPs we want and as long as that number doesn't exceed our cap, it's a one-time buy?
I read the change in the notes but SOE really needs to work on making things more clear. I tend to go straight to the people who actual know what was affected, i.e. the players.

Buy as much as you want up to your rank cap as many times as you like. As Wes pointed out, that cap is going up again with the next publish.
