I think he's there just to let people know that the reason they can't get to their tier 3 trainer is that they need to do the quests for all the Jabba NPC's, i.e. the themepark.

I saw a post on the Pilot or JTL forum that the Tatooine Spacestation gives a Mission to enable access to Jabba's Pilot Trainer
Of course, ground smugglers can land at the Palace whenever we please, so it's a bit moot for us.
