Nope - it is "balance".
For a variety of reasons the devs want shipwright to use up a lot of resources - and I agree.
For game balance, if they stuck to the 2 xp per resource used ratio like 99% of all of the other crafted items, we would see shipwrights going from novice to master in 5 minutes instead of 45 minutes.
I think that they made the right choices here.
