Have you all noticed that the even numbered RE level items are often superior to the next higher level?

In particular I have noticed this with capacitors.

I RE'd a level 4 capacitor and it came out awesome, something like recharge rate of 36 and total power of 800. Level 5 things I RE come out with recharge rate under 30 and power in the 600s.

Same thing with level 6. RE'd and awesome capacitor 49.6 recharge total power over 1200. I haven't RE'd a level 7 part, but the singles I have are no where near this.

I just find it odd. Has anyone else noticed this?

Well it all depends on what parts you are using to RE... sure, crappy level 7 parts will RE less than good level 6 parts...
