Does reverse engineering take the best minimum damage and maximum damage separately, or just the best overall damage?

Best stat for each stat from all the parts used.

Yes I understand that, what I'm asking is are the min and max damages considered separate values? Or does it pick the best overall damage?

It treats them both as seperate stats. For example, if you RE'd two guns together and one was 200-1000 damage and the other was 500-800 damage, the output gun would be 500-1000 damage.
