I would like to propose discussion of the ownership of Firespray schematic fragments. Question: does a fragment belong to the shipwright who had the skill to perform the reverse engineering, or the pilot who looted the component that was RE'd?
IMO, the fragment belongs to the SW, unless there is a prior agreement. Some may say that this is equivalent to slicing a locked container and findinga goody inside, and that the goody belongs to the looter. I think that there is a crucial difference: a container contains things, anda looter has a right to expect that what the container contains belongs to the looter. The skill is used to open the container, whereupon the container and it's contents are naturally returned to the looter. There would be no point in looting a locked container if it was always empty.
In reverse engineering, x number of components are combined with the SW skill, and an improved component is returned to the looter. The improved item is why the looter requested your reverse engineering skill. In addition, there is a very small chance (under 1%, by all accounts) that the skill will also produce a Firespray schematic fragment. I think that this should be considered a bonus to the skill wielder, as it can only be used by a master shipwright, and the looter has gotten the item he wanted.
I will be interested in your opinion.

i consider it a perk for shipwrights, so in my eyes its mine really . its a random drop , so it doesnt mean that the fragment has came from that guys components u just RE for him , it may have dropped then due to the number of RE u have done that day .

I RE for free when people ask me, but of course I keep the Kuat fragments
I also buy the lvl 1 & 2 loot for cheap to RE, I find it's worth it.

I think that's the way to go. However, if you charge for the service then it belongs to the customer.

i offer 1% off cost of ship hulls and 2% off component prices for each RE level 1-3 part a customer brings.
a couple of people i have a deal with in making firesprays for their loot but they are very good friends.
if you buy the part or are given the part i would sy the piece is yours to do with as you wish. if someone brings me a bag of parts to RE and they want the discs that may or may not pop out i would charge them for the service and the disc would be theirs. seems common sense type stuff to me
