So far, after RE the stats will be approx:

24500 mass

17.7 recharge

2555/2555 f/b

1200 reactor drain

Should I wait for better stuff? IS there better stuff?

Yeah I think I will wait for pub 24, but meantime I'm gonna try to find a better mass.

You can do better on the mass, but 24.5k is pretty acceptable, you can also do slightly better on the recharge but barely, don't bother waiting on recharge, 17.7 is still pretty outstanding. RED looks outstanding as well.

Bottomline, I say RE it, it looks like a pretty damn nice piece of equipment.

I'd wait untill after publish 24, so that you can get the RE bonus on the Reactor Drain... not that that RD is bad or anything

I can't give exact stats right now, but i have amost the same set of shields. My recharge is something like 19.0something. Got that from using one with 18.95 i think, and my mass is around 22k. It took me awhile to get the shileds that gave me the 2555, but when i did i was veryhappy.

Look at Kuat Mark VIs and Koensayr Deflector Advanced in particular for mass.
