I don't have numbers handy just now. However, I can tell you that in my experience both Live and Beta, with over 1000 looted items in storage I'm sorting through, these are my general guidelines that I find to be reliable:
Engine and Capacitors are often better looted, for a variety of reasons.
Boosters can be hit or miss, depending on what you look for in a booster. You can go either way. Loot tends to have a bigger capacity, Crafted tends to be faster.
My Sheilds, Armor, Weapons, and Reactors are almost always *significantly* better than even my carefully-REd common loot.
So from this, you can get a feel for my recommendations on the matter.

Im currently looking around for some new shields on my server, but I dont really know whats good and whats not. My current shields are, I think, MkIII, with about 1200 front and 1300 rear. What sort of stats and mass should I be looking for in a good quality level 7 shield? Right now Im finding it difficult to kill Tier 4 Light Fighters quick enough(Im using an Advanced Blaster with about 1800-2400 damage), and my shields just cant stand up to the punishment of having 3 Tier 4 A-Wings or Z-95s right on my tail.

The stats on the shields I make right now, using intensifier, exp 5points on front and back. Not using my very best resources, but good stuff.
MK I, 308-308, mass 1087
MK II, 707-707, mass 2717
MK III, 1300-1300, mass 6795
MK IV,1916-1916, mass 16953
MK V, 2256-2256 (seems low ??), mass 42399
