I looted a capacitor last night with the following stats.
Level 10 cert.
1980 mass
Poor actual stats
RE level 6
A level 10 with 1980 mass and a RE levelof 6. Anyone seen something like this before?

the certification level and the RE level are completely different, so yes, it happens.

That low mass is awesome.
Coincidentally, yes Tech Levels and RE Levels are not always identical. This is part of the fun of reverse engineering.

Had the same question yesterday, just the other way round.

Seems that RE level is the important thing for REing.
So get 5 other RE-Level 6 items and throw them together to get 1 new one.
