I have been doing the same thing in buying off the bazaar and reselling. I have made quite a few credits by doing this. I know a lot of people get mad when you buy there stuff and resell i, but to me i have been a Master Weaponsmith a long time and I never minded if people did that. In fact what I am doing is the same as what I did for Weaponsmith, Named By _______. That way not only is my stuff out there but to me it is a way of advertising myself. Thats the whole Merchant thing.

In a way, you are ripping folks off--how do you or your customers know what kind of decay these ships have experienced. I have had several customers come back and try to "trade in" their ship for the next tier up. However, without any way to know how much decay it has incurred, I have to politely decline.

Customers will know if decay or use has been experienced because the chassis would not be in blueprint form anymore. It would be ina deed form. So in no way buying of the bazaar to resell is a ripoff due to possible decay.
As for you knowing. If you normally make a XXX Ship with around 2000HP, and someone wants to trade in a deeded version with 1800HP left. You know it has decayed by around 10%. Simple math, I don't see any reason to need to know the exact percentage of decay.

Last Thursday and Friday, I saw some Tier 1 ships (Dunelizards, Y-wings, TIEs) on the bazaar for 4-6k. I bought up all of them. I sent e-mails to the original creators to let them know that I was re-selling on them, because I don't want to just rip folks off. (They were all congenial about it, saying "more power to you" and the like.) And I put them up on my regular vendor at a slight discount. Those ships ought to price out at 162k on my regular pricing structure, but these were grind output, so I dropped the price to 125k to reflect the lower quality.
I logged back in today to find that I've had the biggest 3-day transactions in my year + of playing a merchant... sold EVERY LAST ONE of those puppies.
Like I said in an earlier thread... they're paying a million + for a freakin' tube of glue... they can afford 6 figures for a starship.
'nuff said.

People continue to put Tier 2 and Tier 3 ship blueprints on the bazaar at 3-6k. I'm selling Tier 2 ships at 250k and Tier 3 at 500k. This is still less than the cost of the resources since I can't find any ship resources less than 4cpu and steel is 10cpu when I can find it at all.
Oh... and I keep right on buying those 6k ships and selling them for 500k.
