Since I need so many looted items to RE, how much should I pay per loot peice/per level? I am not good at understanding the economy.
I was thinking 1k to 2k times the level.

One of the SWs on my server pays 1k per level, plus 1k... so 2k for a level 1, 3k for a level 2, etc. I've heard others do 1.1k per level (10% more than the chassis dealer would pay).
I like the "plus 1k" model since it's not only easy, but also proportionately pays more for lower-level parts, which are easier to RE for firespray disks. But the 10% rule might be better for you if you're more interested in selling RE components rather than just trying to get the disks.
Personally I just RE my own loot... lol

Typically I buy Ship loot at 2k per Level. But I only buy levels 4-10. I run a business in Re'd Parts. And since the Launch of RotW I've seen an increase in Sales. However I expect the hyperactive market to die out again in about four weeks or so. Mostly do to the fact that unused chassis will flood the market again and drive the price of my crafted ones down.
But getting back on topic. The levels 1-3 are great when looking for the Firespray Schems since you can RE a whole lot more of them. However there is not much resell value in those levels. But with 4-10 you can sell quite a bit.
