I hear that the droid deckas drop them on the vette quest/mission. But you have to take on 4 of them at the same time for at least one to drop.

I haven't found any yet and anyone whos finding them is keeping mum on the word....but i'll post here when I do find them.

j/k idk but i have looted +3 WS experminting one time from one. would they just be in the new content? i would think they just scatterd radomly thru whole galaxy

They probably drop from the same NPCs that drop other experimentation tapes. So if you want high end tapes, you'll have to kill high level NPCs, and probably lots of them.
