Are you using the best components you can use (1100 should give you level 2-3 I think)? You might need to get a better ship (1xxx should give you more ship options) so you can load more components (higher mass).
I would contact a SW and ask them. I stock all levels of components, especially now with the CU they are selling well with more people going into space.
Now you level 2/3 cert parts looted and RE'd or made by a shipwright. Biggest problem is the 20k mass a full set of enhanced gear the is not experimented for mass will not fit in one.
It possible try to find a SW who has the asteroid resources to make the TIE Fighter Deed (Heavy Variant) it looks like the starter ship but has 95k mass.

Correct me if I'm wrong, but doesn't TIE Heavy Variant require tier 4?
Also, you don't need all level 3 parts in a ship to make it a good ship. For example, you don't need a big reactor, most of what you'll be using won't require that awefully much power anyway. I'd concentrate on getting a good weapon and good shields, and then everything else you want to do mass-management. With galaxy-wide vendor searching, you shouldn't have a problem finding what you need
Also, it wouldn't hurt to blast some tier 1 pilots in tatooine space for an hour or two. You're bound to get some half-decent parts for your low-mass ship, and what you can't use you can sell to pay for what you need to buy elsewhere. You don't have to have a shipwright alt to be effective in space, but it doesn't hurt to know one either.

The TIE Royal Guard Interceptor is tier 4 (as is the heavy Kihaxz (Vaksai) and heavy X-wing).
However the heavy Scyk and Z-95 are both Tier 0 and the heavy TIE fighter is Tier 1.
