I got yesterday as a quest reward some parts from Nym's. Most their stats are awesome, but generally quiet heavy. They have a reverse engineering level, is it possible to improve them by re-engineering them?

Yes quest reward items (with the exception of the level 0 Mining rewards) can be reverse engineered along with any other eligible components.
