Hey using the same materials and experimenting the droid brain upgrades I get the same reduction in speed with Mark II, Mark Iv and Mark V, all experimenting up to the same value.
Is this a known issue?

Yep. I've noticed fractional differences (like 0.0001) between the Mark I and Mark V brain upgrades, but nothing that justifies the extra resource expenditure.
Just use Mark Is.

Yes it is, and an old issue at that.
