Just a couple of quick questions.
1. Is a higher or lower number better for droid command speed?
2. Is a higher or lower number better for any recharge rate?

I think lower is better for droid command speed, but God only knows.
A higher recharge rate, however, is definitely better than a lower one.

i think a lower recharge rate is better.. the smaller the recharge # is how long it takes to recharge..

Lower Droid Command Speed. The lower it is, the faster you can issue another command.
Higher on Recharge Rate. I beleive that the number is how much is recharged per tick...

Right, the recharge rate does seem to be how many points per tick. I know a higher rate is better.

Test it out.
I've found that a cap (and shield gen) with higher number in the recharge rate recharges faster than one with a lower.
As for the droid, I dunno. But test it yourself. Put one in with a low number and see what kind of a delay there is. Then swap it out with one that has a high number and compare the difference.

Lower speed is better for the Droid Interfaces, right now the values are a bit screwed up so that the lvl 1 interfaces have the best speed, also RE puts the worst (highest) value on the engineered Interfaces.
Higher values are better for recharge rates.
