I'm a notorious dabbler, and I'm interested in messing around with RE'd components. (Don't laugh, we all have our own ways of making fun of/for ourselves).
I noticed there are bonus modifiers in the trees for Reverse Engineering. Are those certifications to RE higher level components, or just bonuses to the outcome. For example: can a novice RE Level 5 components?

No your RE mod is the highest lvl of item you can RE ie you need +5 propulsion RE to RE lvl 5 engines and boosters
