can someone point me in the direction of where I can get his schematic?

You get pieces of the schematic (1 through 8) randomly when you reverse engineer space loot. After you have all 8 pieces you can assemble the schematic and make about 3 firesprays.

will my level of reverse engineering skill have any effect on the frequency of the appearance of the schematic parts?

Not sure on this, but I'm a master, and have been for a while, and I got 3 disks one day (right after jtl went live) and not a single thing since

The droprate was tweaked somehow, but I got some disks after 11.3. Do not know how it is after 11.4, because I got my first Firespray Schematic and I paused on Reverse Engineering like a madman. There is the other random in this: the uses of them. They can vary from 3 to 8. I was lucky to get one with 6 uses. Still I do not know, if they really blocked the dropping until my Uses are depleted to zero, but I remember someone posting of getting Disks with a Schematic in use.

I've had over 25 disks with a schematic still in my datapad. I did notice a slow-down in disks a while back, but it seems to have picked back up since 11.4.

My alt is Master Shipwright and hasn't gotten a single schematic piece.I don't RE a lot of stuff, but have done my fair share.
