Realy, the DEVs made a decision. It was debated furiusly during beta and still is.
The DEVs know that some of the community want is.
They also know that some of the community does not want it.
When there is a tie in the community the DEV original plan goes thru. They have a reason for the lack of factorys. They probly debated it internaly for a longtime, knowing that the community would hate it. Yet they decided to go thru with this decision. This proves commitment and reason. Who knows there might be content that will come later that would support this reason.
Pluss it has been stated from DEVs and MODs that Pettitions are not a good way to bring attention to a topic and bring about change.
Now let the flames uppon me begin
Had a 4 star rating for to long anyway.

If you do too many petitions the really important ones wont be heard.

Okay. 5 stars for a morning chuckle.
I do recall reading somewhere that the Devs were indeed looking at changing factory support for Shipwrights, but it wasn't going to be full support.

While it may not be effective in getting the dev's attention, do not underestimate the thereputic psychological benifits of participating in such a petetion. Use yourself as an expample. Didn't you feel better after you posted this?

Well, more to the point, Styx started a focus thread awhile back, and people still feel the need to start their threads discussing issues that should be submitted to the focus thread.
