The IFF Chaff packs do give better XP than chassis. Like 1 for 2 instead of 1 for 4

Anyone know what the best item to make for max xp from Novice to Tier 1 shipwright?

Any one of the novice hulls. They take the same resources and give the same XP.

So it's better to make those for grinding than, say, chaff packs?

Unfortunately it's the same xp ratio. 0.25xp per unit of resource (+5% if practice)
