ok to get the disk fragments, doi have to start a quest or something or just go out killing and hope i get peices? sorry i dont if this has been asked/addressed in another thead.

You reverse engineer loot. You have like a 1% chance to get a disk from a RE'd part. It appears next to the RE'd item.
