At novice shipwright, you can RE a lvl 1item just as well as a master shipwright. However, you must get more boxes, to get the higher RE cert levels. 1/1/1/1 gets you RE 3 in everything. Each branch has it's own items. 0/0/0/1 Gets you cert 1 in most things, and lvl 3 shields and weapons. If you want to get higher RE levels , you must gain skill boxes.
