I'm looking for a SW to confirm the resources, more importantly the amountsneeded to craft Elite POB parts as well as the Elite Y-8 parts. Are fewer space resources needed to craft them?

Yes, the resource requirements for the Elite POB parts are reduced. See the sticky for details. The Y-8 reactor and capacitor were not changed and are not recommended since the new Elite parts are better.
