Do you have the RotW expansion registered to your Shipwright account?
Id you do, you should have the Heavy TIE listed in the same category as the regular TIE.

All shipwrights should have the schem, RotW or not.
It should be listed under the ship chassis, TIE Fighter (Heavy) I believe.

Correct, my shipwright is under one of my accounts that doesn't have the expansion, and I can still make the Heavy TIE

I think the heavy ships are tied directy to ROTW. Everyone has a cert to fly the ships, but like everything else, you cannot use/make things unless you have the expansion.
I personally have ROTW on my MSW/MDE and have made a few "Heavy" fighters for some people, but with space resources being time consuming to mine and there still being issues with the experimentation even with 1000 OQ stuff, they are expensive and many do not want them.
Anyways that is my two cents,

I get alot of requests for them for PVP but most are not happy with the fact they only have one gun slot.
