I think pricing by level is a little silly. I've ended up with level 2 capacitors with better stats than some level 4 capacitors but with less mass and a lower cert requirement - I'd charge more for that level 2 part than I would for the level 4.
I always price by stats, favoring better stats on lower levels.
As for what to charge specifically, I think you need to find your own sweet spot. I've changed my RE prices four or five times now. I started kind of low and am now working my way up, but I like to be accessible to pilots without unlimited credits.
Aye, for the most part I am breaking my RE'd loot down by both level and type. I sell Capictors, Engines and Boosters on thier own vendors, everything else I dump on Level Range Vendors.

Generally, my Shipwright has been making Items for my Guild, and my Pilot, though, Setting up Vendors has become almost a neccesity, given the very large amount of Space Loot One comes across Piloting. As a added bonus... My Shipwright is now a fair bit wealthier than my pilot! :/ Where I was once subsidizing my loot houses with Duty Missions, and what not, I am now subsidizing my Pilot with the sale of RE'd products and, soon, Mining Tools and Heavy Mass Variants.
