To the OP, no, you're not going to be able to stuff higher level components into an interceptor, but if you're smart and do a little shopping around, you can find some pretty good to damn skippy parts. Something to keep in mind is that an interceptor is a starfighter, so your most important items are going to be your armor, shields and weapon, and at least a pretty decent speed engine (I'd go with anything 75 or higher). The parts I have in my interceptor have made her a force to be reckoned with, and I don't think I have any part in there over level 5 (at most, it has one or two level 5s). Never underestimate lower level components. I've seen lower level components with better stats and lower mass than some higher level components. The reactor is a tier 1 component I looted shortly after I got JTL!
With the reactor, you only need as much juice as all the components need, so build around that. If your ship only needs 10k juice, then you can get away with something that's around that or slightly higher. Anything more is going to be a waste.
For the bomber, load that sucker up with the best armor, shields, weapons and ordnance. You're not going to be doing much in the way of dogfighting anyway, as it's meant to come in and deliver a solid puch. The extra mass is really helpful. My bomber is a heavy hitter, but is so sluggish in one on one fights. I only fly this thing when I have some friends along in starfighters (they take out the smaller ships, I take out the big targets, and this is only good for the pilot missions).
And lastly, it sucks that there's a heavy TIE with 90k mass, but not a heavy interceptor
I have no clue why that was added, other than to maybe get Imps flying factional ships (jedi starfighters and grievous' ships are NOT factional, lol). If that was the case, they should have just adjusted the mass on those ships to help push that.

The Royal Guard Interceptor, from the Kashyyyk station quest, has 80k mass rather than the 40k of a normal Interceptor. Is that heavy enough for you?

Sure, but here's the problem:
When my wifes heavy TIE decays, she can go to our guild shipwright and have him make her another. When my RG Interceptor decays, and I need a new chassis, where am I going to get one? Once it's gone, it's gone. So yeah, there technically "is" a heavy interceptor, it's just not replinishable. And yeah, I'm a pretty good pilot, my ship decay usually happensdue to a crash to desktop while flying and fighting ![]()

The configuration I bundle for tier-3 Imperial pilots contains:
Reactor - Mark I - 1k mass 12k generation
Engine - Mark IV - 13k mass
Booster - Mark I - 540 mass
Shield - Mark IV - 15k mass
Armor - Mark I - 950 mass
Droid Interface - Mark II 1k mass
Capacitor - Mark II 2.4k mass
Weapon - Advanced blaster (green) 14.5k mass
That is just over 50k mass. With REd components (starting with your reward engine), you can open up more possibilities.
