Which should i be trying to max on. Armor Hit Points or Hit Points when crafting armor panels?

I'm pretty sure this is how it works:
when armor plating is hit by a weapon, the weapons' vs. armor rating is used -- for instance, if you had 1000 armor (and 1000 hitpoints) - and the weapon was .65 vs Armor and say the weapon did 1000 damage -- that 1000 damage would be multiplied by .65 to get 650 hit vs. the armor rating, leaving 350. if there were no armor (only hitpoints left) the *entire* damage (1000) would be used-leaving 0 hitpoints.
therefore, it follows to reason to use all available experimentation towards armor.

Armor for sure.
The armor rating becomes high, and the mass for that armor rating is relativly low. One of the best things you can make honestly.
On a side note they don't last very long however. Infact if i repair a plate more than once, i trash and and replace it. The lifespan of max armor expermintaton plate isn't long, but their worth it.
