My estimate is that with near perfect materials it should be possible to get an Oppressor up to around 174500 mass.
Unfortunately I'm not on Bloodfin, so no I can't make you one and you would have to talk to you shipwright about how much 150k of various types of uber resources in a ship chassis might cost
I just checked on the database and the top 10 steels for the job (you need 90k of it) have been out of spawn for over 6 months on Bloodfin, so not only is it uber material its ultra rare. The stats on even the best steel on Bloodfin are going to put the max possible mass down around 172000 by my best guess, although I haven't looked at the other materials and in my experience the stats on the ore have quite an effect on the outcome.

Yeah, as Dezrick said your best bet is to look up the amount of the various resources needed in the stickies, and then hunt down the best stuff you can with the listed required stats. It'll cost alot to get the resources, but if that is what you're after it'll be worth it. Odds of finding a vendor with an uber one is real rare, although you might find a SW with the uber resources who would be willing to make it custom for you with his stock.

Since most shipwrights use their good resources for components, where stats have a bigger impact on the product, if you do find a shipwright willing to use those resources on a chassis expect to pay around 3Million to 5Million for that extra 3k of mass. Most shipwrights charge less CPU for chassis because they can use close to grind quality resources and get "good" results. The difference between crap resources and Uber resources is a few K. You money would be better spent and your ship would be much better if you put that amount of money into the components. You could buy alot of really good RE'd and crafted ones and get back much more than 3k mass. With good resources, I can easily knock more than 4k off of just a pair of high end weapons.

Don't lose hope. You might find a shipwright that will do what you ask for much less. Then you can have better mass and better components.
