Does anyone know the hard cap of Level 8, 9 and 10 shields respectively...?

Level 7 crafted or RE shields can end up around 1940ish front and rear
Level 8 RE shields including the reward shield end up 2555 f/r
Level 9 crafted shields end up in the low 2100s f/r, maybe 2200
Level 10 RE shields can probably get close to 2500, but you might as well use level 8 reward shields
Elite POB shields hit 3500ish f/r

Level 10 RE shields can break 3000 if you're really patient for the drops. And no, I'm not talking about a shifted shield.

i know i have hit as high as 1970 on mark4 shields and 2190 on mark5's using the best stuff i could find and putting a 50/50 split on front and back on corbantis
