A couple things....
1) I had read that a crictical failure on kse assembly isn't possible .......it is
2) regarding another post i had made: lvl 1s do drop kse disks but i think there is a modifier between lvl of equipment re'd and the kse disk yield.
Also...
As the title suggests how much do you charge for a KSE Firespray?

don'n know about %s, but most of my disks have seemed to come from level 1-2 RE jobs.

shipwrights don't get crit fails during assebmly on any item. you can still fail on exprimneting though.
kuat drop rates seem to be somewhere around 0.2-0.3%. so 1 in 300 to 1 in 500. the level of parts don't seem to affect the rate at all, so using low level parts is far more efficient.
i auctioned all the firesprays i've sold. start with a 5 mill min bid and a BO between 10 and 15 mill depending on the stats.
