The KSE Firespray is an eight (8) part looted schematic. You cannot build it until you have all eight parts, and you can only build 3-5 before the schematic goes poof.
Each time you Reverse Engineer something, there's a tiny chance that you'll loot one of the eight parts. Reports put the average drop rate at somewhere between 100 and 300 RE jobs per schematic drop.
Once you have all eight parts, slap them into your Analysis tool and you get the schematic in your datapad just like any other ship.
It takes a long long time to get, and you'll end up with duplicates.

The number of uses varies from 3 to 6.
