Well, RE is primarily for getting the KSE Firespray schematic. To get it, you must get 8 randomly generated fragment by RE'ing parts.
RE'ing works like this.
1) Drop looted parts in RE tool (1 part for each level of part, ie 1 for level 1, 2 for level 2, etc)
2) Select analyze from radial.
3) Tool spits out 1 (yes, 1) part with slightly improved stats (read a few percentage points) and the rest of the parts if above level 1 are eaten by the tool.
Each time you do it, there is a chance you get a Firespray fragment. If you do, each one is worth millions right now, and if you get all 8, you can make 5 or 6 ship chassis that are worth 5+ million each.

I think he was talking about how REing works for the PILOT, not the shipwright.
Personally, I'm trafficking in L4 and higher goods, so that's where my expertise lies, but essentially, the only thing that matters in REing is the RE Level rating at the bottom of a piece of loot. If there isn't one there, the piece has already been REed, or it's player-made. Just because something's Level 7 doesn't always mean it's RE Level 7, so always check that before consulting a shipwright.
RE percentage increases depend on the RE level of the item. The highest percentage increase is for RE10 items at 6%, and the percentages go down to 1% the lower the RE level goes. Only RE10 gets the highest percentage benefit, though. RE9 gets 5%, to my knowledge.
(To RE an RE1 item [not that you'd really want to], no other items are needed - just give the item to a SW and he can futz with it right there)

You completely missed the point on RE parts. Getting the firespray is one side of the medal. The other, not smaller side of the medal are the REd parts. If you put parts together the final part that leaves the analyzer tool gets the best attributes on all stats that can be found with all inserted components.
If you insert for example 5 level 5 engines and one of them has speed 80 but mass (no idea) say 8k, and another item has speed 45 but mass 2k then the final product will get speed 80 and mass 2k
Use such items for yourselves or sell them, both is fun

Just 2 RE level 2 capacitors....names don't matter.
Now I will add this, someone I know has RE'd a LOT of parts and has noticed that items of the same name generally have genrally same stats. So if you say find a kuat part with one high stat generally all kuat parts of that type will have almost the same high stat.

hi guys thanks for the info. i'm currently only 1000 Shipwright. Is the RE lev dependent on your level as a shipwright? has i tried to do RE some lev4 armour last night and it wouldn't let me.
Also can anyone tell me the XP gain for Tier 1,2,3,4 ships. as i've been making TIE ligth duties to get to 1000 getting 1250XP per ship. if i start to make TIE,Y-wings or dunelizards how much XP would i get? I know they need Fiberplast and Iron on top of the Steel, Lowgrade Ore, Petro, and alumiunm, but are the old resources increased. ie TIE light D needed 2ksteel and 1k of each of the others would a TIE need more than 2k steel etc....
I would look but i'm at work.

Yeah, it's based on your level as a ShipWright. In each box, you will notice a bonus to your RE level. The 4 trees correspond to the different types of components you can RE. Going from memory, the last tree, which deals with weapons and shields, will allow you to RE more and more complex weapons and shields as you progress up that tree. So at 0-0-0-1, you'll be able to RE levels 1-3 of weapons or shields, but only level 1 for anything else.
