looked at some of the FAQ and lol they didn't make mutch sense to me so here is my question can someone make a reactor with less then 33k mass but with 16.5k power?

If a server's seen a good spawn of JTL steel, definitely. Starsider hasn't had one beat the old inferior steels yet, but my level 7 reactors are about 16,385 energy, 19.8K mass.

You can get RE'd reactors that are far better than that Shadowace156. I have several RE'd reactors on my vendor upwards of 30k energy and in the 10k ish range on mass. Look around on your server for shipwrights that deal in RE components.

you should almost always use crafted reactors.
there are two ways to seriously keep mass down, other than not using armor. use low mass crafted reactors and lvl-2 re'd boosters.
for a b-wing all you need is a mark III overcharged to ~14200 rate, and then use reactor overcharge IV on it to be able to handle the minus and the power needs of EOL3 and WO3. buy a few of them from your freindly SW for the decay. You will save LOTS of mass.
On my a-wing i use a mark I and on my KSE i use a mark III (or even a 2 - i forget) like in my X-wing.

u most certainly can 
what you cant do is overload mass or fly with no engine.
if you launch in the red, and DONT use overcharge commands, u just wont be able to use guns...
